Your role and selected permissions determine which features and tabs you have access to in the Reporting screen. Below, you can see which tabs can be accessed by each user type:

Site admins
If you are a site admin, you can access the whole of the Reporting (Beta) entire Reporting screen, along with all the features and tabs. This includes being able to create quick and custom reports, as well as view the access:

Additional information
If you have access to the Shared with me tab but nobody has shared any reports no reports have been shared with you currently, the tab will be empty. When someone shares a report with you, it appears in the Shared with me tab.
