If you are an ordinary user who is part of an admin group with the Reporting (Beta) permission enabled, and no reports have currently been shared with you, you won’t see any reports in the Shared with me tab on the Reporting (Beta) screen. However, as soon as a report is shared with you, it appears in the list, as shown here:
