To view a topic, click the View button on the card:

Creating a topic
If you are site admin or a user who is a member of an admin group with the permission to create topics, you will see the Create a topic button in the top-right corner of the screen. Clicking this button takes you to the topic creation screen, where you can create topics for standalone consumption, as well as to be added to learning plans as modules.
